Youth justice strategy

The Working Together Changing the Story: Youth Justice Strategy 2019-23 (the Strategy) provides a framework that will strengthen the prevention, intervention, restoration and rehabilitation responses to youth crime in Queensland.

The Strategy is evidence-based and forms the foundation for how government, business and communities will work together over the next 5 years to change the story for children and young people and keep communities safe. The Strategy is a key piece of work to achieve the Queensland Government’s Advancing Queensland priority to keep communities safe and reduce rates of youth reoffending by 5% by 2020-21.

The Strategy will be a foundation for a detailed action plan which is based on evidence. It will outline initiatives that have been shown to be effective in reducing the number of young people offending and on remand.

Developing the Youth Justice Strategy

The Atkinson Report on Youth Justice

In February 2018 Mr Robert (Bob) Atkinson was asked to examine and report on youth justice matters. The Atkinson Report on Youth Justice recommended that the Queensland Government adopt 4 pillars as its policy position for youth justice:

  • intervene early
  • keep children out of court
  • keep children out of custody
  • reduce reoffending.

In December 2018 the Government responded to this report through the release of the Youth Justice Strategy as well as the Government responses to the Atkinson Report on Youth Justice (DOCX, 719 KB).


During August and September 2018 we consulted on the report’s findings. During this two month period, we hosted more than 60 consultation activities with more than 1800 active participants including:

  • expert and community led forums
  • online surveys
  • face-to-face workshops
  • personal interviews
  • polls
  • email submissions.

This consultation has been vital in developing the strategy.
